Mboweni completed his matric and registered with the University of the North to study Bachelor of Commerce in 1979. In 1980, he went to exile in Lesotho due to his political involvement against the Apartheid government. During his stay in Lesotho, he joined the African National Congress (ANC) and studied Bachelor of Arts (honors equivalent) majoring in Political Science and Economics with the National University of Lesotho. In 1987 he studied for a Master of Arts degree in Development Economics with the University of East Anglia in England.
