A Castle Rock man is in the custody of the U.S. Marshals, accused of his role in a major plot to defraud donors to a “Build The Wall” online fundraising campaign. Timothy Shea was arrested by Postal Inspection agents in Castle Rock Thursday morning.
The indictment presented to the federal court Thursday morning by the US Attorney for the Southern District of New York is former White House Chief Strategist Stephen Bannon. Bannon was one of President Donald Trump’s closest advisors, who joined the campaign in 2016 and served in the White House until August 2017. He is the sixth close partner of the president who has faced federal charges since 2017.
Bannon allegedly received $ 1 million from the fund.

Shea is accused of helping manage fraud by setting up shell companies to transfer money donated to an online campaign to another defendant, Brian Kolfage. Regular payments were made to Kolfage and his wife from the online fundraiser through various back channels and with various fake claims to fund their “luxury” lifestyle. The money was channeled through the nonprofit and a front company run by Shea. Fake invoices and fraudulent seller arrangements were used to keep the plan confidential.
The men first learned that they were under federal investigation in October 2019 and “then took additional steps to conceal the fraudulent plan.”
Kolfage was initially paid $ 100,000 and then another $ 20,000 per month. He allegedly received a total of more than $ 350,000, used for home renovations, payments to a boat, a luxury SUV, golf cart, jewelry, cosmetic surgery, personal tax payments, and credit card debt.
The “We Are Building the Wall” campaign eventually raised $ 25 million. Donors were repeatedly assured that “100% of the donations … donations will only go to the wall” and Kolfage will not receive any compensation for his work.

Each of the four men, including Shea, is faced with a conspiracy to commit wire fraud and a plot for money laundering. Each census has a maximum of 20 years of imprisonment.
Shea will face a federal judge in Denver on Thursday afternoon.
