Richard Cutshaw is identified as the Innocent Bystander who Killed in South Florida Police Shootout. He cut down behind the wheel of his sedan when two fleeing robbers in a highjacked UPS truck got into a gunfight with police officers in the midst of rush-hour traffic.


He was 70 years old.

He was a union representative en route to his Pembroke Pines home from work at the Office and Professional Employees International Union Local 100 in Miramar when gunfire exploded around him.
He was about eight miles from his home in the Silver Lakes neighborhood.
Cutshaw’s black Lincoln-Mercury was caught in traffic at the busy Miramar Parkway and Flamingo Road intersection when a bullet from the shootout killed him in his car.

Personal Life

Property records show Cutshaw was single when he bought his small stucco home with a barrel-tile roof in January 2003.
Neighbors said he lived alone in Pembroke Pines and was a great guy who would help out when it was needed. They added that he was 70-years-old and about to retire.

Investigation Reports

According to CBS, Cutshaw died while he sat in his car as it idled at an intersection only a few miles from his home.
Live video of the pursuit and citizen cell phone videos captured the massive number of rounds fired. “In one bystander video…the sedan appeared to have just turned right at the intersection, about 350 feet away from the UPS truck,” Miami Herald reported.
George Piro, special agent in charge of the Miami field office for the FBI, said in a December 5, 2019 press conference that the crime spree began at the Regent Jewelry Store in Coral Gables, Florida around 4:15 p.m.
