Paul A. Steber, a 19-year-old freshman from Boston who was attending High Point University, had also studied mass shootings including the 2015 church shooting in Charleston, South Carolina.

Authorities said Steber’s planning for an attack started in December.

Steber allegedly had ammunition and two firearms,  a 9mm semi-automatic pistol and a double-barrel, 12-gauge shotgun, in his dorm room when he was arrested. Authorities said he does not appear to have any criminal history.

Steber had been watching videos to learn how to carry out a mass shooting, Assistant District Attorney Lori Wickline said in court.

She later added: ‘And he had been recently watching videos of the Charleston mass shooting down in South Carolina and other mass shootings so that he could learn what to do and what not to do.’

University officials said the student, who was identified by High Point police as Paul Steber, 19, of Boston, was removed from his campus dorm room after security officials confiscated two guns, including a 9 mm pistol and shotgun, from him on campus.

School officials said they were alerted to the situation after students reported a classmate was in possession of the firearms.

Police Investigation Reports

Campus police said they turned over the weapons to High Point police and took Steber in for questioning.

North Carolina law prohibits any person, including a concealed handgun permit holder, from carrying a firearm, openly or concealed, on educational property or at a curricular or extracurricular activity sponsored by a public or private primary school, community college, college or university.

Court documents state Steber confessed to having a timeline “to kill people” and police called him a threat to society.

Steber is expelled from High Point University and banned from any university-related events.

Steber appeared in court Monday afternoon via video conferencing.

Paul Steber Arrested and Charges

He was arrested Tuesday and charged with two felony counts of having a gun on campus and a charge of making threats of mass violence, the High Point Police Department said in a statement.

Steber remains in custody at the Guilford County Jail on charges of having a gun on educational property and communicating a threat of mass violence on educational property. His next court date is scheduled for Nov. 1 at 8:30 a.m.
