Javaid Perwaiz Allegations
A preliminary review of their patients’ Medicaid claims revealed that certain patients underwent repeated surgical procedures, and some of them are performed annually, according to the affidavit. From January 2014 to August 2018, Perwaiz allegedly performed surgery on 40% of its Medicaid beneficiaries, which amounted to 510 patients. About 42% of those patients underwent two or more surgeries, according to court documents.
The review also revealed that Perwaiz allegedly had a “propensity to perform grouped surgeries,” which involve laparoscopy, dilation and curettage, and adhesion lysis, according to the affidavit.
According to a court document, Perwaiz allegedly performed annual D and C surgeries based on a diagnosis of endometriosis. At least once, she was scheduled for the procedure without having appeared for a visit to the office, and in 2011, Perwaiz allegedly treated her for an ectopic pregnancy.
From 2011 to 2014, Perwaiz allegedly asked the patient “routinely” if she planned to have another baby, according to the affidavit. In 2014, when the patient sought the treatment of a fertility specialist, that doctor advised her that “both fallopian tubes burned to form bumps, which made natural conception impossible.”

Federal prosecutors have accused Perwaiz of “executing a plan” to defraud the Virginia Medical Assistance Program and Blue Cross Blue Shield by filing false and fictitious claims from 2010 until around October this year, according to court documents. He is also accused of making false and fictitious claims to Blue Cross Blue Shield by the patient who tried in October for providing medical care that “did not show the symptoms listed” and that she did not need.
Perwaiz was arrested on Friday and was still being held at the Western Tidewater Regional Jail in Suffolk, Virginia, until Sunday. His lawyer, Lawrence H. Woodward Jr., did not immediately respond to the request for comments from ABC News.

In 1996, Perwaiz pleaded guilty to two tax evasion charges, and his medical license was temporarily revoked, but was later reinstated in 1998, according to the affidavit.
