Police in North Las Vegas has been working the cold case for several months and in December “pieced several things together” that led to the arrest warrant, Las Vegas television station KSNV reported.

In August of 1986 when her son went missing, Fleming told police that she and Francillon’s stepfather went to the swap shop and just lost track of the child.

Francillon’s missing status was entered into the information kept by the National Center for Missing and Exploited Children which, several years ago, released an age-progressed image showing what he might have looked like at the age of 29.

An organization that profiles missing persons cold cases, the Charley Project, indicates that at the time Francillon disappeared, Fleming and the child’s stepfather, Lee Luster, were facing felony child abuse charges after the boy had been found with dozens of welts on his body.

According to the Charley Project, Fleming and Lee Luster moved to Florida about 11 months after Francillon went missing and both have been considered suspects in his disappearance.
