The incident began about 20 miles south during a robbery at Regent jewelry store in Coral Gables. It was not immediately clear who fired the shots that killed Ordonez or the bystander.

Four people were killed during Thursday’s incident, including Frank Ordonez, the two robbery suspects and a bystander at the end of the chase, FBI Special Agent in Charge George Piro said.
The mayhem began when two armed robbers hit the Regent Jewelers in Coral Gables at around 4.15pm on Thursday, and ended a little over an hour later and 25 miles away in a hail of bullets, as cops fired 200 rounds to bring down the hardened criminals.
The suspects stole the UPS truck that Ordonez drove, took him hostage and drove off quickly, Coral Gables police said.
The chase ended tragically when the UPS truck encountered traffic at an intersection. The police left their vehicles and approached the truck with drawn weapons, the vehicles of the passers-by serving as cover.
The truck driver has left the steering wheel. Seconds later, at 17:35, there were shots. It is not clear if the first shots came from the truck or from the police. If the UPS driver or murdered bystander was hit by a police fire, this is part of the investigation, the FBI said.
