Abdulahi Shire, 24, left the country after Zakir Nawaz, 21, was killed on a Birmingham street on 10 September, 2016.
Warsame Mohamed, 23, was caught in CCTV, which helped kick and stamp Mr. Nawaz after a “small road attack”.
Shire, who was in the car with Mohamed, was later allegedly killed Mr. Nawaz in his chest after the accident on Highfield Road in Washwood Heath.
Mr. Nawaz, who was the father for the second time 10 days before the attack, died on the scene, while Mohamed and Shire left.
Mohamed fled to the Netherlands, but sneaked into England and was arrested after police saw him walking on M40 in High Wycombe on January 29, 2017.
Somali citizen was imprisoned for seven years after accepting murder at Birmingham Crown Court.
A third man, 29-year-old Waseem Raja Azram, was sentenced to two years in prison for violent illness related to the killing of Mr. Nawaz.
West Midlands Police and Europol issued an international arrest warrant for Shire, originally from the Netherlands.
He was eventually arrested in Norway earlier this month.
A spokesman said: “Abdulahi Shire was searched for the deadly stabbing of Zakir Nawaz at Washwood Heath Highfield Road on September 10, 2016.
“A European Arrest Warrant was issued shortly after the murder fired as a result of a minor rage, and our detectives were working with Europol to find Shire.”
With no fixed address, Shire has been charged with murder and is expected to appear in the Birmingham Magistrates’ Court.
